Teacher’s suspension reversed for lack of evidence to support sanction.

Petitioner was accused of improperly storing test materials. However, Petitioner did not receive adequate training regarding the appropriate and secure administration of the tests and did not breach the confidentiality agreement relating to the testing materials. Based on Respondent’s failure to prove Petitioner was unfit for employment, the Court reversed the suspension.
