Petitioner, the owner of a child care learning center, received payment through the Childcare and Parent Services (CAPS) Program for child care services provided at the center to her four foster children.  The Department of Early Care and Learning (DECAL) was authorized to recover these payments inasmuch as they contravened program rules, which proscribed the payment of funds to a center for child care services provided to foster children in the care of the center’s owner.
