By statute, Respondent must pay for each toll fee plus a $25 administrative fee for each violation. However, the $70 civil penalty was waived because Respondent was experiencing financial hardship and the toll authority could have made further efforts to obtain a correct address for Respondent when it became aware that she was not receiving notice of her violations.
