Petitioner, a certified emission inspector, issued passing emission certificates to forty-four vehicles, despite never having tested the vehicles’ gas caps. He also issued passing emission certificates to three vehicles that were never tested using a fraudulent practice called “clean scanning,” whereby a surrogate vehicle is employed to obtain passing test results. During a covert audit, Petitioner failed to wear his inspector photo ID, misidentified the test vehicle as two wheel drive, and passed the vehicle despite the fact that it was purposefully rigged to fail the inspection. Petitioner’s conduct merited revocation of his certificate.
