A candidate for the Georgia legislature failed to establish that he met residency requirements in the district for which he sought office where his purported home in the district was without water service during the time he claimed to have resided there.  Further, the candidate’s driver’s license, mail, pay stubs, and voter registration did not evidence that the candidate resided in the district for the requisite amount of time preceding the election.
