A 14-year-old student and her mother sought relief under the Individuals with Disabilities Education Act (IDEA) over a teacher’s alleged use of excessive restraint during a fight.  The Court denied the request for relief after concluding the student and mother failed to connect the allegation of excessive restraint to any violation of the IDEA.  The Court further rejected the claim that the district’s failure to produce security video of the fight rose to the level of a procedural IDEA violation.
