Respondent, a real property appraiser, allowed his classification to lapse.  His license was thereafter revoked, but the Georgia Real Estate Appraisers Board failed to update its records to reflect the change in status from “lapsed” to “revoked.”  As a result, the Board inadvertently allowed Respondent to reactivate his license.  The Court concluded that the Board’s errors bestowed no substantive rights on Respondent and did not preclude revocation of his license in light of the clear statutory requirement that five years elapse before an appraiser classification be reissued.
