Food stamp case improperly closed because recipient attempted to participate in review process.

The Division of Family and Children Services (DFCS) could not close a food stamp recipient’s case for failure to participate in his continued eligibility review where he repeatedly attempted to contact a DFCS reviewer for a mandatory phone interview, to no avail.
