The Georgia Vocational Rehabilitation Agency (GVRA) correctly determined that Petitioner, a student, no longer met the financial need criteria for GVRA financial assistance due to a change in policy.  The charge in policy complied with federal law and was not required to be promulgated through formal rulemaking procedures.  Under the new rule, because Petitioner was claimed as a dependent on his parents Federal Income Tax Return, his parents’ income was included in calculating his financial need, putting him above the income limit.  Nevertheless, as Petitioner was already qualified for services through the Spring 2014 semester, his benefits will cease as of Fall 2014.
