Insurance license granted given former felon’s personal transformation.

The denial of Petitioner’s application for a non-resident agent insurance license was reversed.  While the Commissioner of Insurance has the discretion to refuse to grant an insurance license to persons with felony convictions, denial is inappropriate given Petitioner’s age at the time he committed the crimes, his sincere remorse, and his subsequent conduct.  Specifically, as part of his personal transformation, Petitioner obtained his Arizona insurance agent license and, since moving to Georgia, has maintained employment in the insurance industry, performing tasks that do not require an insurance license.
