No basis to revoke drug treatment facility’s license where inspector’s behavior interrupted inspection.

There was no basis for the Department of Community Health, Healthcare Facility Regulation Division to revoke Petitioner Pace Inc.’s license to operate a drug treatment and education program.  Petitioner was willing and able to permit inspectors from the Healthcare Facility Regulation Division to inspect the premises and documents to ensure compliance with licensing requirements.  The inspection of Petitioner’s administrative office was interrupted by the inspector’s unreasonable and unprofessional behavior and was not due to any improper conduct by Petitioner.
