Organization cannot seek direct appeal on Medicaid issue without applicant’s authorization 

An organization that represents Medicaid applicants/recipients filed a Petition for Direct Appeal on behalf of one such applicant, seeking a hearing before this Court.  The Petition was denied because the organization did not provide proof that the Medicaid applicant had authorized the organization to act on her behalf.
