Participant budget under ICWP more restrictive than that allowed under GAPP.

Petitioner, who is aging out of the Georgia Pediatric Program (GAPP) and is transitioning into the Medicaid Independent Care Waiver Program (ICWP), is given a budget under ICWP that reflects his needs and the parameters of that particular program.  He is permitted to negotiate hourly compensation rates with his personal support providers under ICWP’s self-directed option, so long as he does not exceed his total budget.  Finally, he is allowed a period of ninety days to transition from GAPP to ICWP given his need to identify and train caregivers able to address his severe health conditions.
